The post shared an open letter signed by 25 companies, including Nvidia, Microsoft, and Palantir, urging the U.S. government to preserve open-weight AI models as a foundation for American leadership.

The letter argues that open-weight AI models — systems whose underlying parameters are publicly available — should not face premature restrictions. Huang wrote: “Open models strengthen safety and cybersecurity, accelerate innovation and diffusion, and enable sovereignty. The world needs both frontier closed models and frontier open models.” His post frames the current debate over AI regulation as a pivotal moment, akin to the early days of open-source software, when skeptics doubted that freely available code could ever power critical infrastructure.

Parallels to the 1980s open-source movement

Huang and the letter’s signatories draw a direct line between today’s fights over open-weight AI and the 1980s open-source software movement. Just as open-source code became foundational to the modern internet despite early skepticism, the letter argues, open AI models must be allowed to flourish. The software developed by the open-source community now supports most of the internet, underlies systems used by the world’s largest technology companies, and is relied upon by the U.S. military and federal agencies for critical missions such as scientific research and cybersecurity.

The letter goes further, claiming that open source did far more than lower the cost of software. It created a “shared foundation of knowledge on which generations of American engineers and entrepreneurs built their institutional sovereignty.” By drawing this historical parallel, Huang is positioning open-weight AI as the next logical step in a tradition that has already proven its value.

Three central claims of the open letter

The letter, which carries roughly 25 signers including Microsoft, Meta, Hugging Face, Andreessen Horowitz, Perplexity, and IBM, makes three central arguments in favor of open-weight AI models.

First, open models expand economic access for startups and universities. By allowing a wider range of actors to build on existing AI research, open weights lower barriers to entry and democratize access to cutting-edge technology. This, the letter contends, is essential for maintaining a vibrant innovation ecosystem in the United States.

Second, open models strengthen competition. If only a few large firms control the most advanced AI systems, the letter warns, they could dominate the market and stifle challengers. Open-weight models prevent this by enabling multiple players to develop and deploy AI solutions, ensuring that no single company or group of companies holds a monopoly on the technology.

Third, open models actually improve security. The letter argues that allowing more researchers to audit code and patch vulnerabilities is more effective than relying on a small number of closed “single points of failure.” Openness, in this view, is not a security risk but a security asset.

The letter also defends distillation — the practice of training one model using another’s outputs — as a legitimate, longstanding research technique that should not be conflated with theft. This defense comes even as distillation remains a live controversy in the AI community, with accusations of intellectual property misuse and unfair copying.

Context: Washington’s debate over Chinese open models

The post arrives as Washington debates whether to restrict Chinese open-weight models such as Moonshot AI’s Kimi K3, which was released on July 16 and ranks among the most capable models anywhere. White House adviser Michael Kratsios has accused Moonshot of using distillation to copy a U.S. model to build Kimi K3, adding tension to the distillation debate. Huang’s letter, with its explicit defense of distillation, can be read as a direct rebuttal to such accusations.

This is not the first time Huang has voiced support for Chinese AI developments. He previously said “China will win the AI race” and more recently called Chinese open models “excellent.” That positioning puts Nvidia’s CEO closer to Beijing’s framing than to the more hawkish stance of OpenAI and Anthropic, both of which are notably absent from the open-weights letter. These companies have warned Washington about the risks of strong Chinese open models, arguing that they could pose national security threats.

Xi Jinping’s rival openness message

The timing of Huang’s post is particularly significant. One week before he published his X message, Chinese President Xi Jinping made his debut appearance at the World AI Conference in Shanghai on July 17. Xi’s keynote pointedly claimed the same “openness” mantle for China. He called for “a symphony of global cooperation” rather than “a solo performance by any single country,” and urged the world to “jointly oppose overstretching the national security concept in the field of AI.” Analysts read Xi’s remarks as a direct jab at U.S. export controls.

Xi also stressed a “people-centered” approach to AI and pledged cooperation with Africa, Latin America, Asia, and BRICS nations to prevent “new historical injustices” in AI access. He backed these words with concrete offers, including 5,000 AI training slots for developing countries. This aggressive diplomatic outreach is designed to position China as the true champion of open AI, challenging the U.S. narrative.

The day before Xi’s speech, 29 countries — including Russia, Pakistan, Indonesia, Brazil, and Kazakhstan — signed an agreement in Shanghai establishing the World Artificial Intelligence Cooperation Organization (WAICO). This Shanghai-headquartered body is meant to rival U.S.-led AI governance, with UN Secretary-General António Guterres in attendance. Some analysts have questioned whether the tech world is splitting into rival blocs, with the U.S. and China each seeking to set the global rules for AI.

Huang’s message in the broader AI policy landscape

Huang’s first-ever X post is more than a symbolic gesture. It signals that Nvidia, the world’s leading AI chipmaker, is throwing its weight behind the open-weights camp. Nvidia’s business interests are deeply tied to the proliferation of AI models, as more models mean more demand for its GPUs. By advocating for open models, Huang is aligning his company with the wider AI ecosystem, including startups and academic researchers who rely on open-weight systems.

The letter’s emphasis on security and sovereignty is also carefully calibrated. Supporters of open models argue that allowing a broader community to audit code leads to faster identification of vulnerabilities. They also contend that open-weight models are crucial for countries and organizations that do not want to depend on a handful of American tech giants. This sovereignty argument resonates not just with foreign governments, but also with U.S. institutions that value self-reliance.

However, opponents of open-weight models are not convinced. They point to the risks of malicious actors fine-tuning open models for harmful purposes, including generating disinformation, designing bioweapons, or launching cyberattacks. They argue that the U.S. must impose restrictions to protect national security, even if that means limiting the open AI ecosystem. The absence of OpenAI and Anthropic from the letter underscores this divide within the American AI industry.

The debate over open-weight AI is likely to intensify in the coming months, as Washington considers new regulations and export controls. Huang’s intervention raises the stakes, bringing one of the industry’s most influential voices into the fray. His reference to the 1980s is a deliberate reminder that over-restricting technology can have unintended consequences. Just as open-source software went on to power the internet, open-weight AI could, in his view, become the foundation of the next generation of innovation.

For now, the question remains whether the United States will embrace open-weight AI as a strategic asset or view it as a liability. Jensen Huang has made his position clear, and the world is watching.
