In a move that has drawn sharp criticism from tech enthusiasts and environmental advocates, the Australian Competition and Consumer Commission (ACCC) has instructed thousands of volunteers to dispose of their working test routers after the completion of a broadband monitoring program. The devices, known as whiteboxes, were provided by SamKnows, a network measurement company now owned by Cisco, and were used between 2020 and mid-2024 to measure the real-world performance of Australia's National Broadband Network (NBN) and other fixed-line services.

The Program and Its Abrupt End

The Measuring Broadband Australia (MBA) program was launched in 2020 to give consumers and regulators an independent look at the speeds and performance delivered by internet service providers. Volunteers received small white routers that performed automated tests against servers hosted by SamKnows in Australia. The data collected helped produce quarterly reports that informed the public and influenced regulatory decisions.

According to the final report published by the ACCC, the program concluded on June 30, 2024. Shortly before that date, volunteers received an email from the SamKnows team (part of Cisco) stating that their whitebox would be disabled, their SamKnows One account closed, and all measurement and registration data deleted in accordance with the end-user license agreement. The email encouraged volunteers to unplug the device and dispose of it in an environmentally responsible manner, directing them to free e-waste recycling services at local councils, Officeworks, JB Hi-Fi, or Harvey Norman.

However, as one volunteer pointed out, the routers are still perfectly functional. The whitebox runs a custom version of OpenWRT, an open‑source Linux‑based operating system for embedded devices. This means the hardware can be easily reflashed into a normal Wi‑Fi router with decent performance. The volunteer, who asked to remain anonymous due to privacy concerns, said: "I personally reflashed my own device (an operation that requires a soldering iron when you do it without company support), and it is now working great as a Wi‑Fi router running OpenWRT. So everything already exists to do this."

E‑Waste Concerns and Missed Opportunities

The decision to brick the devices instead of releasing a final firmware update that would unlock them for general use has been described as a wasteful and avoidable contribution to the growing global e‑waste problem. E‑waste is one of the fastest‑growing waste streams in the world, and electronic devices often contain hazardous materials like lead, mercury, and cadmium that can leach into the environment if not properly recycled. While recycling is better than landfilling, extending the life of functional electronics is far more environmentally beneficial.

The irony is that the technology to repurpose these whiteboxes already exists. OpenWRT is widely used by hobbyists and small businesses to turn old routers into powerful, customizable networking devices. The volunteer who reflashed their device noted that the operation would be trivial for the manufacturer to support—a simple firmware update could wipe the proprietary software and install a generic OpenWRT build, effectively turning each bricked router into a useful home router.

When pressed for an explanation, the ACCC issued a statement that did not address why the routers were disabled or why a final update wasn't provided. The statement simply said that with the conclusion of the MBA program, the whiteboxes "have been disabled and are no longer operational" and reiterated the disposal recommendation. A Cisco representative directed all inquiries back to the ACCC, stating that "Per SamKnow's agreement with the ACCC, all inquiries related to the Measurement Broadband Australia program should be directed to the ACCC." It remains unclear whether Cisco, which acquired SamKnows in 2023, had any say in the decision.

Broader Implications and Historical Context

This is not the first time a government‑sponsored broadband measurement program has used whitebox routers for testing. In 2011, SamKnows distributed 9,000 routers to volunteers in the United States to help measure internet speeds as part of a similar study conducted with the Federal Communications Commission (FCC). The FCC and SamKnows have never publicly disclosed what happened to those routers after the study ended.

The story also raises questions about planned obsolescence, data privacy, and the responsibility of both government agencies and technology companies when public‑facing research projects conclude. In an era where environmental sustainability is increasingly prioritized, destroying perfectly good hardware sends the wrong message. Releasing a final firmware update would require minimal engineering effort and could have been specified in the original contract with SamKnows.

Some tinkerers have already shared technical details on how to recover the disabled devices. For those comfortable with soldering and using serial interfaces, it is possible to flash a standard OpenWRT image onto the router, restoring full functionality. However, this process is beyond the reach of most volunteers, who are left with a useless plastic box that they were originally enthusiastic to help.

What Can Be Done?

In response to the community uproar, a few options have been floated. One is for the ACCC or Cisco to release an official open‑source firmware that volunteers can install themselves. Another is for a third‑party organization to acquire the devices in bulk and refurbish them for donation to schools, community centres, or low‑income households. Given that the routers are still functional and capable of running OpenWRT, they could provide a valuable resource for bridging the digital divide.

However, the ACCC and Cisco have remained silent on these proposals. The email sent to volunteers only offered e‑waste recycling as a solution. The volunteer who spoke with us summed up the frustration: "It seems a shame to me that these perfectly good devices should all be bricked simply because the company can't be bothered to send out a final firmware update that opens the devices up to end users."

As of now, there is no indication that the decision will be reversed. The devices were allegedly disabled via a remote command sent from SamKnows' servers, and volunteers who try to use them will find that the router no longer connects to the internet or performs any useful function. The only path forward for those who want to keep their hardware is the technical reflash route—a solution that, while possible, is far from user‑friendly.

This incident serves as a cautionary tale for future public‑private partnerships that rely on specialized hardware. Including a decommissioning plan that allows for the repurposing or donation of equipment should become a standard requirement in government contracts. Until then, thousands of routers will sit in closets or end up in recycling bins, a small but avoidable addition to the planet's mounting electronic waste problem.
